How do I get started in making crafts a hobby?

I have always been very creative and I don't currently have any real hobbies. I don't have tons of time and money to spend on it though and can't be running to the craft store a lot because I don't have a license yet. Also, I want my crafts to look more victorian/chic, modern/hip than country. I always wanted to make a wreath. I love seasonal wreaths and feminine looking ones that really make a statement. I saw some on the internet that were out of this world amazing but they were two thousand bucks! What do I need to make a wreath? How hard will it be and how much time will it take? And how much will it cost to make a wreath that looks like the ones that sell for thousands of bucks? Also, what supplies will I need to buy and where do you recommend buying them, i.e. Hobby Lobby, Jo Annes, Michael's? I also welcome any tips you may have or any other craft ideas you would recommend me to start that you consider fun. The only thing I won't be interested in is crotching.
